A person may be directed to another service if they:
- do not live in the catchment area
- they are already linked into alcohol and drug services and receiving support
- if their problems directly stem from an underlying psychiatric condition
- they have a history of violence characterised by a lack of remorse, threats of repeat violence or low ability for restraint
